Studies

Types of studies carried out by Safege include :

  • engineering studies : planning and scheduling, feasibility studies, assessments, zoning, master plans, numerical and physical modelling studies,
  • environmental impact assessments and regulatory studies,
  • risk assessments and safety management,
  • expert appraisals,
  • institutional studies, staff training and technical assistance.

Key ingredients for a successful study include :

  • a holistic view of the issues, factoring in time frames, the physical setting and the legal and regulatory context,
  • a strong modelling capability.

Audits
  • Short, medium or long-term assessments of the strengths and weaknesses of facilities in terms of compliance with environmental regulations and the needs of the communities or companies concerned.
  • Identification of works needed to bring facilities into compliance with the applicable regulations.
  • Safege's assessment of the Paris sewer system, by reason of its scale, the assets and demographic issues involved and the political and budgetary impacts, remains one of our most notable achievements in this area.

Chateau_d__eau_v2.jpg   Master plans
  • Forward planning of capital investments over periods of up to twenty years. Such operations target a given level of network efficiency and use assumptions regarding demographic trends and development (performances in terms of network efficiency, water quality, reduction of Inflow/Infiltration, protection of the environment).
  • Recent projects in this area include the master plan for the Paris water supply system, a study lasting one and a half years and including a noteworthy asset component. Another major project, the sanitation master plan for the city of Nice was a five-year study (implemented between 1999 and 2004) involving modelling of the receiving water body, the Baie des Anges.
  • Safege's reputation in the field of master planning extends beyond national boundaries, with recent studies conducted for Manila, Montevideo, Buenos Aires and Puerto Rico among others.

Feasibility and regulatory studies, including environmental impact assessments

  1. Selection of technical options, assessment of the environmental constraints and analysis of the regulatory requirements. Different alternatives for delivering the project are tested and submitted to the client with supporting rationale.
  1. Review of preliminary studies and assistance to the client in the public inquiry procedure.
  1. Recent Safege studies include :
  • Technical assistance and assistance with regulatory submissions for the development of the Bordes urban development zone in the Paris region département of Seine et Marne,
  • Conceptual design for the upgrade of the Seine Aval Wastewater Treatment Plant operated by the Paris wastewater treatment authority, SIAAP.

Institutional studies

  • Development and implementation of management and organisational structures facilitating the identification of sector priorities with a view to modernising the management of water and developing the appropriate infrastructure.
  • Five Safege experts are currently carrying out a study of this kind in Algeria, working on the premises of the relevant ministerial department and providing a total input of 6,000 days in the immediate term.
