Technical assistance and project management

In fields where the environment, sustainable development and infrastructure development are the different facets of a whole, Safege has the full range of capabilities needed to assist its clients throughout the life cycle of their projects.

Our current research work on environmental performances ties in with this holistic approach, which is a trademark of the project management services we provide for our municipal clients.

In a similar spirit we are able to offer services for property developers like the Joint Venture established by SUEZ ENVIRONNEMENT in Qatar to meet the development needs of new cities. Energy, desalination, heating and cooling systems and waste are just some of the fields covered in managing a multi-utility project of this kind.

Assistance to the Client/Employer

The technical assistance service we provide for urban development projects includes the following elements :

  • preparation of terms of reference defining the Client's needs and translation into specifications for each of the relevant construction trades,
  • assistance in selecting contractors, consulting engineers and other service providers,
  • monitoring of services and management of payments,
  • verifications to ensure the satisfactory completion of the works.
Our wide-ranging capability enables us to the address the functional, technical, environmental and cost-related aspects in all of the fields involved.

Notable projects

 

In 2008, Safege provided assistance and administered public funding for the Communauté de Communes de l’Uffried, for the development of an interchange and utility services (water, wastewater, storm drainage, electricity, gas and telecommunications) for the Alsace International Outlet in Roppenheim.

In 2007, we assisted the designers of the Paris region Bordes urban development zone on the water, wastewater, site development, gas and electricity components of the project.

 

Our services in this area may take the form of fixed-price annual contracts like our current contract with the Paris-region water authority, Sedif, for the renovation of the water production facilities and expansion of the system in the inner ring of the Greater Paris region. This includes the rehabilitation of the Neuilly-sur-Marne treatment plant aqueduct bridge, a delicate operation involving replacement of the bearings while ensuring continued operation of the two aqueducts crossing the bridge deck. Safege is currently working on the preliminary design phase of the project (2007-2009).


Project management

 

Our "Project Management" capability covers the assistance, advice and coordination services that the Client requires to carry a complex project through to completion, with minimal risk of exceeding budgets and timelines. Our services span all of the relevant issues - legal, administrative and tax aspects, architectural considerations, communication and facilitation, engineering, purchasing and financing  – and can be applied for the management and development of water companies, implementation of road transport strategies, management of economic and social cohesion projects and, more generally, the requirements of large infrastructure projects.

For water, environmental and infrastructure projects, we may additionally provide any specialist consulting engineering input required.

Notable projects include :
  • Technical and institutional assistance to the governments of the four countries sharing the Sava river basin, for the implementation of pilot river basin management projects 
  • Technical assistance for the Algerian Ministry of Water Resources (2007-2009).

    The aim of the technical assistance programme was to: ensure the sustainable satisfaction of water demand; rebuild the image of the country's water sector; strengthen the capacity of water sector players to ensure the integrated management of water resources; and promote the efficient use of water and the protection of resources and natural habitats.
